G20 RussiaThe Organization for Economic Co-operation and Development secretary-general Angel Gurría presented a report to the G20 leaders in St Petersburg in Russia yesterday on proposals on how to tackle tax evasion.

The report consists of two parts:

Part I is the Progress Report to the G20 by the Global Forum on Transparency and Exchange of Information for Tax Purposes delivered to the G20 in April 2013.

Part II is a report by the OECD secretary-general regarding the work on base erosion and profit shifting (BEPS) and tackling offshore tax evasion.

The OECD secretary-general report details the BEPS action plan, as well as a proposal to move globally towards automatic exchange of information.

The Financial Stability Board yesterday presented a report on the current state of progress made in global policy development and implementation of financial regulatory reforms at the G20 summit being held in St Petersburg this week.

For some perspective, this chart presents the Dow's average performance for each calendar month since 1950. As today's chart illustrates, it is not unusual for the stock market to underperform during the May-October period, with a brief counter-trend rally occurring in July.
